the sf consensus that the west is two years ahead is built on benchmarks; the deployment lead is somewhere else and nobody is mapping it.
Context
An Alibaba Cloud developer community post of 22 November 2024 gives Tongyi Lingma at 1 billion lines of code and 7 million plugin downloads. AIbase, dated 8 January 2025, gives 1.5 billion lines and 9 million downloads. Alibaba Cloud's docs say the product was renamed Qoder CN on 20 May 2026.
The 1.5 billion and 9 million are vendor figures reported in January 2025 through AIbase, not independently audited, so has shipped in a September 2026 note rests on stale figures. An undated aggregator page gives larger numbers, 20 million downloads and 3 billion lines, and is not upgraded. The claim that no US frontier lab has cleared the same bar on a public counter has no inspected evidence either way. GitHub Copilot and Cursor document per-account usage dashboards, which are not a public cumulative counter, so the claim is untested rather than false. It is the author's opinion.
