arm just turned chip licensing into a robotics framework. total design for physical ai, out september 8, bundles 80+ partners across silicon, cloud, models and robots.

the reference architecture for robots now starts at the ip level.

Context

Arm Newsroom's release of September 8, 2026, by Drew Henry, announces Arm Total Design for Physical AI with more than 80 companies, naming AWS, ECARX, Hugging Face, Liquid AI, NXP, PlusAI, PSYONIC, QNX, Qwen, Siemens and Unitree Robotics among others. It also introduces a Robotics Capability Framework as one of the ecosystem's first initiatives, with levels from RL0 (reactive) to RL5 (self-improving). It describes an ecosystem bringing together software stacks, models, sensors, compute, virtual platforms and digital twins, extending Arm Total Design for Cloud AI to physical AI.

How it compares

The release text contains no mention of licensing, so the note's chip licensing turning into a robotics framework is the author's reading and is not an announced licensing change. The release calls the framework a starting point whose structure Arm will continue to shape with the ecosystem, so it is a proposal under development and not a final specification. The reference architecture for robots now starts at the ip level is the author's take.
