coder agent relay is the most underrated ai infra release of the month and almost nobody is reading the small print. cursor still runs inference and planning on its side, so under dora the bank still counts cursor as an ict third-party provider even when the agent is running on the bank own metal.
self-hosted was never about sovereignty, it was about who gets named in the regulator letter.
Context
Coder's blog of 4 September 2026 says the agent provider still runs the reasoning loop and LLM inference calls still route through the provider's infrastructure. Coder's docs say Agent Relay does not change where orchestration or AI inference run. Cursor's self-hosted docs say Cursor runs the agent loop, inference and planning while your worker performs file edits and terminal commands. The Next Web, dated 2 September 2026, says Cursor continues to run inference and planning, so under the EU's Digital Operational Resilience Act it remains an ICT third-party provider, and describes the product as in private preview.
That Cursor runs inference and planning is supported by both vendors' own docs. The DORA classification is The Next Web's analysis, not a regulator's or Coder's statement, and the DORA text was not inspected. Coder frames the product as keeping code and credentials inside the perimeter, which is a different framing from the note's. Most underrated release of the month, and self-hosted never being about sovereignty, are the author's opinion.
