cuda finally stopped assuming your arm machine is linux. toolkit 13.4, out september 9, adds windows on arm support and previews the rubin architecture.

Context
NVIDIA's developer blog post of September 9, 2026 says CUDA Toolkit 13.4 extends CUDA support, long available on Arm through Linux, to the Windows on Arm platform. It says the math libraries add Windows on Arm support for the N1X laptop ecosystem and Nsight Systems adds Windows on Arm. The current release notes, titled 13.4 Update 1, list arm64 Windows for runtime, compiler and CUPTI components. The release gives the Rubin architecture preview functional support with compute capability 107 and an SM_107 target, with general availability in a future release. It also covers MPS V3, CCCL 3.4 and a driver decoupling change.
Rubin is a preview and not general availability. The scope is the N1X laptop ecosystem and the listed components, and support for every component or library was not verified. The release notes page read is a later Update 1 snapshot and not the September 9 text. Stopped assuming your arm machine is linux is the author's framing, and last desktop platform is a superlative with no comparison in the sources.
