github copilot retired premium requests on june 1. cursor moved to credits in mid-2026. claude code and codex never had anything else. four vendors switched to token-metered billing inside the same 90 days, and the only product that still sells per-seat is the one losing the most money per active user.
the seat was the last thing the old sso wanted to give up.
Context
The GitHub Blog of 27 April 2026 says all Copilot plans transition to usage-based billing on 1 June 2026, with premium request units replaced by GitHub AI Credits, calculated from token consumption at listed API rates. The GitHub Changelog of 1 June 2026 says usage-based billing is now live for all users. Plans keep monthly prices with included credits.
This supports the Copilot change on 1 June 2026 only. The inspected sources do not show other vendors' timing, so Cursor moving to credits in mid-2026, Claude Code and Codex never having had anything else, and four vendors in the same 90 days are not supported here. Copilot still sells per-user plans with included credits, so per-seat and token-metered are not either-or. The closing line on seats is the author's opinion.
