Context
Demis Hassabis's essay of 14 July 2026 proposes a US Standards Body modelled on FINRA, a federally overseen public-private partnership or self-regulatory organisation. He writes that initially frontier labs would voluntarily share models with it for review up to 30 days before release, and that once the assessment protocol is shown to be effective and robust, formalisation could follow, requiring frontier models to pass it to be deployed in the US market. Evaluations would be updated perhaps quarterly, and the body should eventually build capacity to create its own held-out tests. Axios reports he hopes it is operational before year-end.
This is a proposal, not an existing body. The 30-day review is initially voluntary and up to 30 days, and a requirement to pass before deployment is a possible later stage, so models cannot launch until reviewed applies only to that later stage. Blind test bank is not his phrase in the text read; he says held-out tests developed eventually. The essay dates from 14 July, two months before the note.
