Context
OpenAI's Path to Astra post of 1 September 2026 says it believes Astra meets the Critical cybersecurity capability threshold under its Preparedness Framework, and that access to its most advanced cyber capabilities will be more limited. OpenAI's system card calls Astra its first model to reach the Critical level of cybersecurity capability under its Preparedness Framework. The Astra page says it is rolling out to a limited set of organizations and over the following days to ChatGPT Plus, Pro, Business and Enterprise users and through the API, Azure and AWS Bedrock. ARC Prize reports 99.9% on ARC-AGI-3 for 19K USD with the Provider Adapter harness (Astra high), and 62.7% for 26K USD with the Standard harness (Astra max).
First here means OpenAI's own first model to reach Critical under its own Preparedness Framework, per its system card. It is not a claim that no other lab has a model at that level, and no evidence on that was inspected. The 99.9% depends on the harness, and the pack does not show that the result is independent of OpenAI's harness work or that it is not. The rollout was staged, beginning with a limited set of organizations, and advanced cyber access is limited. The claims that OpenAI ran out of room to gate the model and told the safety team to ship anyway, and the question of who pays for safety, are speculation by the author with no inspected evidence.
