openai replaced its open skills catalog with a managed plugin directory of 185 entries (sept 8). the open standard drew the contributors in, then the curated storefront took over distribution.

Context
The openai/skills repository, titled Skills Catalog for Codex, carries a banner that it is deprecated in favor of the OpenAI Plugins repository, and a commit dated 22 June 2026 reads Deprecate skills repository, to move users toward the Plugins directory for skills and apps. OpenAI's help article says that as of 9 July 2026 it migrated the app directory to the Plugin directory, that plugins can include skills, apps and app templates, and that workspace admins manage plugins by role. The openai/plugins repository, created 4 March 2026, is a curated collection of Codex plugin examples, and developers.openai.com describes a universal plugin directory shared by ChatGPT and Codex.
The direction is supported but the dated first-party records are 22 June and 9 July, and Sept 8 and 185 entries were not supported by anything read: the plugins page shows featured items and no count. The README links the Agent Skills open standard, and the contributor list read shows no outside-contributor wave. Skills remain the authoring format and this is a distribution change inside one vendor, not a format change. That the curated storefront took over distribution is the author's reading.
