It says next-generation systems use commodity LPDDR5X memory that sidesteps constrained HBM and CoWoS supply chains, and the funds go to Asimov silicon tapeout (TSMC N3P) and the Titan system production ramp. The published note text has its dollar figures partly missing, so these amounts come from Positron's release, with the tranches kept separate, and the note is not restored.
