Arm's newsroom post of September 8, 2026, by Drew Henry, announces Arm Total Design for Physical AI, an ecosystem program with more than 80 companies including AWS, ECARX, Hugging Face, Liquid AI, NXP, PlusAI, PSYONIC, QNX, Qwen, Siemens and Unitree Robotics, described as a collaboration to reduce integration complexity. It introduces the Robotics Capability Framework as one of the ecosystem's first collaborative initiatives and a starting point for a common language. The post says it will define levels of increasing sophistication for robotic systems, covering latency, compute placement, memory and power constraints, determinism and safety, and an infographic describes levels from RL0, reactive systems, to RL5, self-improving systems.
The framework is proposed: it will define levels, and the post invites the wider industry to contribute, so it is not a final spec or certification and does not grade robots in a testing sense in the text read.
