the community vote happened in pull requests. after hashicorp moved terraform to its busl license, community-opened prs collapsed from 21% the month before to 9.3% in august and stayed at 9.5% in september, per spacelift's data.

Context
Spacelift's blog on the Terraform license change reports that 9.30 percent of all pull requests were opened by the community in August against 21.12 percent a month before the announcement, and 9.52 percent in September, with the rest opened by HashiCorp. The page says Terraform 1.5.7 (7 September 2023) was the last MPL 2.0 release, 1.6.0 onward is under BUSL 1.1, and the licensor is now IBM (acquisition completed 27 February 2025). The New Stack's 30-day analysis (26 October 2023) counted 71 new pull requests before the change with 15 by non-HashiCorp employees (21.12 percent) and 109 after with 9 (8.25 percent).
These figures describe August and September 2023, since the license change was in August 2023, and the note gives no year. The counts are small (15 of 71 and 9 of 109), and the two pages give different after-figures (9.30 and 8.25 percent) for different windows. Spacelift sells a Terraform-compatible platform and gave no sample size in the text read. Neither page separates the license change from other events in the same window, such as the OpenTofu fork, so then the contributions did is the author's inference.
