Context
EMVCo's news item of September 1, 2026 says it has released a draft framework, EMV Agentic Payments, Framework for Specifications, open for public review until Wednesday, September 30. It describes Intent Services as a shared, interoperable layer that lets payment participants register, reference, retrieve and manage consumer-authorised intent before, during and after a transaction. It is a framework for further industry engagement and potential specification development, and has no effective date.
The note says out September 16, and the release is dated September 1, 2026 (the draft's resource page is listed August 30). The draft itself was not read, as the resource page fetched only showed terms of use. The text says participants register consumer-authorised intent and does not say agents do the registering. The release says EMVCo may consider Know Your Agent and Agentic Transaction Indicators for future publications, so a know-your-agent check is a possible future item and not part of this draft.
