Other 3.17.0 items are ethers using EDR's native Keccak-256 and cryptography dependency updates. The Hardhat site describes Hardhat 3 as the latest major version with a Rust-powered runtime, EDR simulated networks and Solidity tests.
gasEstimationMode is an opt-in configuration mode and not a blanket fix, and its default was not stated in the passage read. The Rust runtime predates 3.17.0, since Hardhat 3 as a major version already described it, so just got a rust engine is the author's framing. The changelog carries no dates, and an npm listing's relative age cannot be mapped to a calendar date, so the release date is unresolved.
