Context
The GLM-5.3 license file on Hugging Face, read at one commit, grants broad permission to use, copy, modify, sell, fine-tune and deploy, and says that if the licensee or its affiliates operate a Model as a Service business and aggregate revenue of the licensee and its affiliates exceeds 10 billion US dollars over any consecutive 12 months, the licensee must pass Z.AI's security review before using the software or derivatives for any commercial purpose. Model as a Service is defined as giving a third party inference or fine-tuning access with meaningful control over inputs, parameters or training data. The New Stack, 28 August 2026, says GLM-5.2 was MIT and 5.3 uses the new license.
The terms match the license text at that later commit. The revenue test is aggregate across the licensee and affiliates and the condition covers commercial use, which is narrower or broader than any MaaS provider above 10 billion in places. Out September 8 is not supported: The New Stack places the weights on Hugging Face on 28 August 2026. Governance layer is the author's framing; this is a reading of the license text and not legal advice, and no evidence on enforcement was inspected.
